If i tick the proxy anonymizers in the custom settings does this prevent someone using a proxy like tor to access the net?

Not if you have already let them install it. Tor isn't a proxy. And if people have administrator privileges on their machines, then you really can't fully control your network.
What OpenDNS does for proxy sites, like any other sites, is domain blocking. You can keep anyone from visiting the Tor site to get the software, just as you can block other proxy domains that provide a service or lists of proxy IP addresses. -
