Proxies, accelerators, and more: uploading a file causing download speeds to drop below 1mb-why?!

I am experiencing a strange behavior. Everything is working well with my internet speed. However, if I start to upload a file, this causes my download speed drops from above 6mb down to 0.60 mb. I have had hawaiian tel tech guy come over to check everything with no luck. What would cause this, and what would be the solution?
Many thanks -

It's either a standard limitation imposed by the ISP, or a limitation of your system. Tests are +currently down at Broadbandreports, but you can check if there are suboptimal registry setting with http://www.softpedia.com/get/Tweak/Network-Tweak/DrTCP.shtml If you use Windows Vista or later, don't change anything. I don't know about tests for other OSes.
Whatever, this is the wrong place to be asking, as it is a forum intended to support OpenDNS issues. -

OpenDNS is just a DNS service. It doesn't affect the "pipes". It's a phone book, not the phone lines - the lines are your ISP and other networks.
