I honestly do not remember INSTALLING any application associated with OpenDNS on this system and furthermore, I believe the word was that there was nothing to install. Why is there a new 'dnscrypt-proxy' app asking for permission to do this or that? Not ungrateful, just suspicious.

You don't need to install dnscrypt. This is optional software to improve the security of the connection between you and (OpenDNS) resolvers.
If it's running on your system, someone installed it on purpose.
