Is there a way to block all Peer to Peer programs like Limewire, Frostwire, Bittorrent, etc.?

Yes you can there is an option to block P2P/File Sharing -
OpenDNS will only block the sites to download the client programs, to do what you want you will need to block the ports these programs use in you router. There are some guides on how to set up ports on this site http://www.portforward.com/english/routers/port_forwarding/routerindex.htm just instead of allowing them block them.
List of commonly used application ports http://bandwidthcontroller.com/applicationPorts.html
I have blocked these ports on my router:
Limewire (TCP/UDP) 6346 - 6348
Gnutella (TCP/UDP) 6346
Kazaa (TCP/UDP) 1214
37826 (TCP/UDP) 3782
Limewire listening port (TCP/UDP) 39373
Limewire listening port2 (TCP/UDP) 63685
You may need to create a new port if any of these are not listed.

If you want to block them for a school or business you will need to invest in something called a "packet shaper".
