    MY isp has blocked lot of websites , i have a broadband connection i changed my dns to opendns , i am not using opendns client and i have dynamic ip , after changing to opendns i still cannot access the websites without proxy , i am also using opendnscrypt for windows over tcp/443 and its showing opendns as current resolver.
    what may be the problem?

    Your problem is that you think you can circumvent blocking measures introduced by your ISP by using a different DNS service. This works only if your ISP uses DNS to block sites, not for any other method like IP address blocking or DPI.
