I find that people using our network can still get around the block by going in to another site and then clicking on a link to get in to the blocked site that way. Any help full comments or tips??

Any other site? Then your filtering is not working. make sure your IP is correct and updated to your Dashboard.

If a specific site? Which one? Do you have the Proxy/Anonymizer category filtered?

That sounds like they are using web proxies. As maintenance said, you need to block category Proxy/Anonymizer to stop them from doing this.
